There's a whole netherworld of private label packages and reseller rights packages - as far as I know, wholly owned stuff that is being sold with the explicit permission to resell. I would assume that's what these people are using

I didn't either until I began investigating Fiverr Gigs. Quality isn't great, but in a way that's good for us :)
