Information on the APA site about how American textbook publishers have been reusing images willy-nilly without paying for reuse:

   Maybe this article has some basis in fact, I don't know, but it runs completely counter to my experience. I have been licensing images directly to textbook publishers for years, and as such I have complete data on all the uses and time limits. I have never had to chase them for a re-use fee, electronic rights or anything of that nature. I always get an email or phone call, and the fee is always the same as the original use, even in cases where the fee is quite a bit above current rates. IF this article is not just a collection of accusations, it would have helped to cite some real world cases. The APA in this case seems to just be generating more work for a favored law firm.

I know this sounds familiar and I had read about it before. Long search but I found it, the text book publishers claimed they could reuse images and also that they were overprinting past the license because they didn't accept the limits of the contracts.
