Tax Form Formality Error

Hi All,
I am now getting almost 1-2 sales everyday on fotolia but everything they are sending me an email to fill the tax form. I am from Pakistan & there is no tax applicable on IT earning. I've tried to submit form in tax center but its not working for me. Can anybody please help me to identify exactly which form I need to submit there.
