I'm a US citizen residing in the US. There should be no withholding at all (they've had my W9 since 2005 or whenever they first asked for it)

US citizen here as well.  It doesn't appear they're withholding anything from me.

I got a response about the 1099 already, that was fast.  They said it wouldn't be issued, but next year it will be.  Now at least I know just to report the income under gross receipts.

Mike - maybe they're reporting cash vs accrual?  Some companies report differently than others.  Money out by the month send, vs money owed and sent later (december earnings, sent in january for example)

Did they send reminder that W-9 needs to be submitted? They claimed that I submitted too late and that's why I got 1042 instead. Seriously I have had account for many years they should know where I live.

No, they didn't request a new W9.  They've had one on file for me for years and always sent a 1099.  I think they really screwed the pooch this year, accounting wise.  Maybe they have the Istock IT team doing their accounting this year?  ;)

Have any US-based contributors realized that 123rf has withheld money from us starting in the latter part of 2015, up until the point that we provided our tax information to them?  I'm talking hundreds of dollars.  Elaine with support is basically telling me that the withheld funds have been given to the IRS, and that I need to contract a tax advisor in order to get the withheld monies back. 

No, I never received an email from 123rf saying I needed to provide tax info, back in 2015... or whenever they decided to switch their company from one country to another. 

I don't have time to deal with this crap right now...
