so what are they up to?

making a few dollars from people who think it would be cool to sell their images (and change each one $12 for doing it)
trying to build a serious image collection with the wrong branding for serious buyers (snapvillage all over again)

95 million members is a lot but I would guess most of them are not image buyers.

It's only open to US residents, and commission is 60% for 'rights simple' or 0.60 per 'micro usage' whatever that is.

Pay to play? No thanks. Bad enough that Getty does it. They will prey on the MWCs (moms with cameras) to get their $12. Any serious shooter who knows anything about stock will look on this as some kind of joke.

Somebody I know said they have made a couple thousand doing designs(illustrations) on snapfish, I haven't followed up on the details yet though.

That is something different. HP has a "publisher program" where designer can upload greeting cards and the like to use for customers:

There is no "entrance fee", the designer can set the prices themselves and the like.
