I got something similar about a supposed European payment with a link that appeared to be for a Word document-  se607yj.doc - but didn't seem to load (there was a download failed message). I hope it hasn't done anything.
What is the "major fraud" they're trying to pull?

It's probably not major fraud ... just phishing attempts (which could end in fraud, or technically could be fraud since they're pretending to be someone they're not ... anyhow) ...

It's pretty much the same thing as the old woman in Syberia or some crap who needs to move a sum of $5,000,000 to somewhere in the states or blah blah blah.

What is the "major fraud" they're trying to pull?
Run a virus scan, and one for malware with something like "Malwarebytes". These things can be exe files carrying nasties packaged as doc files to get you to open them.
To the OP forward the whole thing, with the complete header, to the Canadian tax people. They will try to shut it down.
It's been happening for a long time now in the UK with emails purporting to be from "HMRC".
