I tried to withdraw $500 from a bank machine outside the US, and it only allowed me to withdraw $400. I didn't understand because my daily limit was higher than that. Perplexed, I tried to withdraw $500 a few days later, again it only allowed me to take $400. This time, I asked a bank employee, she said it was a limit set by ATM, not because I was over my daily limit. All I needed to do was to withdraw again, as another transaction. Of course, more transactions means multiple ATM charges.

Today, I looked at my Payoneer transactions online. Wow, each time when I tried to withdraw $500, they charge $0.90 for "Fee-ATM Withdrawal International Decline", even though the amount is totally within my daily limit and there was plenty money in the card. I must have tried three times, because it was listed three times. Not the amount was huge, but it is a rip off, I must say.

Did it happen to anyone else? I didn't know any other credit/debit cards do this.

Did you withdraw the funds in USD or in the local currency ?

Duuude, the withdawal limits have nothing to do with payoneer, they are made by local laws, regulations and banks. I use payoneer since years without any unsatisfactory things/fees whatever...I never had a declined attempt because of beeing aware of this in the countries I try to, but if I would, 0.90 $ would most probably not be worth my time to get emotional about lol  ;D

Hi Nissim, thanks for your offer of help. Will email you later with the specifics.

I clearly remembered that I had withdrawn higher amount, perhaps from other ATM machines. How would a customer know the limits of ATMs from different banks and in different countries? Where do I get the notice that I should not withdraw more than certain amount if it is within my daily limit? It just does not seem to be fair. Say if I have no money in the card but forgot about it, would you be able to charge the fee re decline?

Hi,

The daily cash withdrawal limit for your Payoneer card is $2,500.00.  You also have a separate daily purchase limit of $2,500.00 (total daily limit of $5,000.00).  You certainly were not over the limit; it seems like the ATM is imposing limits of its own per transaction  (as the bank representative explained).

Whenever you try to make a withdrawal from the ATM, the ATM must communicate with Payoneer and our card processor.  Even for a declined transaction, there is a cost incurred by Payoneer, which is why we have a declined ATM withdrawal fee.  It is listed on your My Account pricing and fees page.  (This is not something specific to Payoneer; most credit/debit and prepaid cards will have a similar charge).

That being said, you were clearly unaware that the ATM was imposing these limits.  It's not our intention to penalize you for a declined withdrawal attempt, there's simply a cost of business involved.  If you can e-mail me at nissimal [at] payoneer [dot] com, with the e-mail on your Payoneer account, I'd be more than happy to look in to this and see if there is anything I can do.

90c is nothing, just wait and see how much they charged you on the currency conversion, you are in for quite a shock!

If you did not have a card balance you would not be charged; we do not take your account in to negative.

The ATM should list any limitations, or it can be explained by the bank.  Payoneer has absolutely no control over this; it's set by the bank and can vary depending on the bank/country.  Many ATMs and banks do not have withdrawal limits.

You can also try going directly to the cashier and asking if you can make a signature based cash withdrawal, which may not have the same limits as the ATM.
