Is there a way to opt-out of the "25 images per day" subscription? I don't see it in the settings.

No, there is no opt-out, it is a subscription site, they only introduced pay per download a few months ago.

I'm not sure that that is true.
If you go on "Your account" there is an option to opt out from "shutterstock" while staying opted in for "per picture sales / partners".
What effect that actually has I don't know (and I don't intend to try it...), but it could be what you're looking for...
