Does anyone knows is it possible to apply to Shutterstock only as a vector/illustration contributor?

I belive so - but why not e-mail them, and if yoy have a portfolio now, link to it.
They are quite friendly

I don't think they make a difference between photo and vector/illustration contributors, you can submit both together.

Yes but when initally applying as a contributor to SS one has to upload some samples so they can check how god potential contributor is. Those samples can be both, vectors and photos? or?

Yes.

I'm solely an illustrator and didn't upload any photos for my initial contributor application.

You just need to upload each .eps with its .jpg. Here's a really helpful link from the illustrators forum on the submission requirements:
