I sold 4 sub, but total jz $1.01,is because of the tax or any new promotion on 123rf?

If you're at level 2 subs are $0.252 each so $1.01 is correct.  123 has about the lowest starting subs rate in the business - you'll need to accept that or drop them.

ok,..but i have another question. Yesterday I uploaded a footage to FTP 123rf,but until today I want to edit the footage on 123rf website just realize it didnt appear,normally it need to wait how long only will appear?Thanks
