Animation footage question

I tried searching the internet the other day but came up with nothing.  I would like to try my hand at animation footage but can't find a tutorial on the subject anywhere.  Would like to find one with information about making it for stock but all I could find were tutorials on how to animate photos for stock which isn't what I was looking for.

Any help or pointing me in the right direction would be most appreciated.

What application are you using?  Do you have specifics on what you want to do?

Do you mean, take a still photo and then animate it in some fashion?

 That's what I'm trying to figure out is what software would be good to use for animation.  Vector animation not photo animation.  Can't seem to find any information other than making gifs and that's not what I want to do.  Not sure what software would be good for that.

Or After Effects.

But you'd get better answers with a better answer of "what you want to do?" than just "vector animation".
