I am not talking about rotation by multiplication of 90 degrees but arbitrary number.
-
You can do that in ProShow Gold.
-
For Mac you have free application MPEG Streamclip. You can crop or enlarge, and rotate movie by any percent or angle. Also convert to any format and codec + some very very basic color cast correction.
-
I do it with adobe premier elements, reasonably priced software and can be bought with photoshop elements.

I am blind or their is no option to rotate by given number of degrees. How do you do this?

Also FREE software named VirtualDub can rotate video by any angle. + Tons of other functions.
Open video and than: VirtualDub->Video->Filters->Add[Button]->rotate2
Not sure if this is exactly what you want, but this software is definitely worth a try.

I'd imagine that all video editing applications are able to do that. Just keep in mind that rotating requires cropping = image enlargement on standard resolution = reduced image quality.

VirtualDub seems to do the work with few problems I need to be solved:
1. Convert it to AVI first (hopefully with FFDShow plugins I will have right codecs ready)
2. Runs on Windows only
3. Crop after rotating.
