Maybe just an excuse reject reason for a bad photo?

Hannafate

My guess is the building in the background.  Did you use it's name in the keywords?

Probably the boat names or similar logos. You must share a full-resolution version to give you advice.

Yes I did write building names, the title was: "Budapest woman running by the river, Széchenyi chain bridge Hungarian Parliament Building".
Do you think I should just change the title probably?

Changing title will not help You.Adobe is not accepting people without model release on editorial images.

My rule is: always learn by yourself.
Btw, Adobe rules are Artificially unintelligent.

you need a model release for all people in the picture, the person jogging, but also the ones that are further away if they are recognizable
you need to remove all logo's, brand names, or other registered trademarks.
Avoid naming the name of the buildings.

If you want to submit it editorially, different story, but Adobe has different rules. It's illustrative editorial, and recognizable people are not allowed in editorial shots at Adobe.
