What is in it for the contributor to produce these kinds of context to fill in gaps in Adobe's collection? My probably wrong opinion is that there is no real demand for these kinds of images, despite what Adobe says. My uninformed opinion is just observations from what I see in mass-media every day. There is nothing wrong with producing these types of images. I'm more asking from an opportunity cost point of view. As in I could spend time on creating this kind stuff and get like 1-2 sales in a year or I could do something obviously more popular and get 20 sales in a year for the same amount of time and energy spent.
