Hello,
I have a friend who didn't sync her Fotolia account to Adobe Stock when it was possible. She would like to do it now but since she already has an Adobe ID it seems impossible. I know she has contacted technical support, but they keep telling her to do the same procedure which seems to work only if you don't already have an Adobe ID.
Has anyone ever had the same problem?

Fotolia is no longer working.
It says in the home page
"FOTOLIA IS NOW CLOSED, LEARN MORE ABOUT ADOBE STOCK AND THE FOTOLIA CLOSURE"
Are you able to login to fotolia portal?
And why your friend didn't sync it before?

She can sync with an existing Adobe ID as long as that Adobe ID wasn't used to created an Adobe Stock contributor account already. If she did create a stock account, then it cannot be combined with a previously existing Fotolia account. She would need to either use a different Adobe ID to create a new stock contributor account and sync with or have the existing Adobe Stock account deleted and sync up then.
