I can't create the new account

Hello,
I can't create a new AdobeStock account. The system reports that "New account creation is not available at this time."

After I closed my old Adobe Stock account (more than 2 years ago), my illustrations have been on sale all this time. I do not know why this happened. They were also available for sale on another partner site. I send messages to the support service by email and chat asking for help. At the moment, my images are no longer available, but unpaid earnings still remain. They told me to create a new AdobeStock account and then sync it with the Fotolia account to receive my earnings. At this step, the system informs that "New account creation is not available at this time." In this case, I cannot have access to my earnings and withdraw funds.
This issue occurs in all browsers on my smartphone and laptop. I also tried different internet connections.

I have been waiting for a response from the support service for several months. I sent the first message on September 3, and the last one on October 19. So far I have not received any explanation of my problem.

Anyone knows how long to wait for a response from the support team?
Has anyone had this kind of problem when creating a new account?

Yes, of course, I tried to create a new account by choosing even two different email addresses but the system reports the same thing in both cases.
I have never tried to create a new account by choosing an email address that was associated with my old account.
