As a UK contributor I have no idea what I am doing wrong when filling my W8-BE tax form as I do this for other sites with no problem. I filled in the usual details with my non US tax number and I got this message:
Thank you for submitting your U.S. IRS withholding tax form. Unfortunately, we cannot validate your form due to the following reasons:
-The information you provided on the form does not match your Profile information, or
-Certain information on the form you provided does not correspond to the IRS when confirmed.
Please review your information. You may re-submit the applicable form available in the Tax Center to prevent automatic tax withholding at the appropriate rate on your Fotolia income.
I have no idea what I am doing wrong as they do not highlight the error. Are there any UK contributors who can help me fill this form in as an individual ?
Thanks.

Anyone ?

I think only they can help you. Without seeing all the details, it isn't possible to say anything useful I'm afraid.

Try it without the non-US tax payer number, I don't enter a number as it is optional, and mine goes through no problem on all sites. I would guess the IRS system is trying to match your non-US number with their database, finding nothing and then throwing it out as rejected.

Ok, thanks.

So they sent back another refusal for my application and yet again, no indication of what the issue is, just a vague it could be. I have emailed support but no answer.
All other sites that ask for a W8-BEN never have issues when I give them my tax number.

I had the same problem recently at 123rf and they highlighted the problem for me.
Try this:
8. Reference number(s) (optional) (see instructions)
Instructions - http://www.irs.gov/pub/irs-pdf/iw8ben.pdf (http://www.irs.gov/pub/irs-pdf/iw8ben.pdf)
Line 8.
If you are providing this Form W-8BEN to
document yourself with respect to a financial account that
you hold with a U.S. office of a financial institution, provide
your date of birth. Use the following format to input your
information MM-DD-YYYY. For example, if you were born
on April 15, 1956, you would enter 04-15-1956.
Good luck!
