i really don't think so.
There are dry suites and wet suites. Wet suites, get wet inside - and have a little exchange of water. Your body warms up the water around the suit and you keep warm. This is what people where to surf or scuba dive in tropical locations - where i it is mostly warm enough not to wear any sort of suite but being in the water a long time can get cold.
A dry suit is worn when it is REALLY cold, like at the North Poll. There you keep DRY inside the suite - no peeing allowed (needed)
