I uploaded on shutterstock bunch of 3D flag images (all done in same program on the same way) and around half of them got accepted but other half got rejected because of poor rasterizaion, some of them even two times. Now I don't understand why is that, how half can be good and half bad? And how to improve it?

Did you use a raster texture for the designs on the flags? Could be to do with different resolution textures. Could be it only became apparent on the more complex flag designs or even only on the ones that had lines on them that weren't just horizontal or vertical. As Sean says impossible to say without examples.

Okay, just checked your portfolio. I think it is what I said. Difficulty to say from the previews of your accepted ones on SS but it looks to me like you have mapped raster textures on the surface of the flags with pixellation apparent on some of the renders.

Well here is an image with UK flag in background. That same picture that is in background I uploaded alone and it got rejected. But this England flag picture is aprowed:
