Hello i have a little question i want to ask you. I stumbled upon some really nice Photoshop Actions that i would use on my photos. Just wanted to ask this : if i buy the ps actions from the site that sells them...can i use them on my photos and upload the photos on different stock sites to sell the photos?

Yes.  Actions are just sets of things you can do anyways in PS.  Nothing proprietary.
