I'd like to make these kinds of illustration images. Is it possible to use other's photos?

Depending what you mean with that, for what purpose. For stock image, absolutely NOT! You are not a copyright owner.

No, you must own the copyright of the photo(s) you want to trace. Although I wouldn't be surprised if most silhouette vectors (of people) on Shutterstock weren't somehow derived from existing photos from others.
Maybe if you'd draw the bodies or heads from scratch, and use photos only as a loose reference, you could create a completely new image. I guess that would be okay.

If you want to be 100% safe, just make your own photos.

Glad you ask the MSG folks- some people are just stealing others images and creating their own company! Seems to be the 'IN' thing lately... >:(
