Title: How to contact US IRS for TAX refund

When iStock was rearanged I forgot to apply again for the W8 form, so my TAX witholdings were maximum.

Now I would like to get a refund from US IRS. iStock suggested me to contact them.

I am from Europe, what is the best way to contact them and ask for my issue?

There is a link there to the Tax Questions page, but I think you have to file a return 1040-NR for the year in question and provide the address to which they can send the check.

They say that can be 6 months away...

It is a quite complicated form. Anyone had success getting back withheld amount?  I need to do it for iStock and Shutterstock.
