Title: impossible model release

Hello everyone,
I have a picture of an old woman walking on a rural town road, I took it 24 years ago... not only she was illiterate and mentally ill, but she died years ago with no living relatives. Can I only submit that picture for editorial use?

Some completely dishonest and untrustworthy people would forge a model release for the image.  Not suggesting you do any such thing, of course.
