I found a site selling framed pictures. The owner of the site is using fotolia photos and using them for commercial purposes. Site visitors select photo, size and frame type then order. Image previews have fotolia watermark.

Is it legal?

Probably. They likely have a deal to buy an EL when the print is purchased.

I believe Fotolia allows API users to offer POD and then buy a regular license each time a print is purchased (i.e. no EL required).

I asked the owner of the site and he talked about the business API of fotolia. Does he have to buy the photo again when he wants to make a new print?
