Title: Is Orphan Works copyright back?

HI I was reading this on a blog of a lady who has licensed her art for many years....and she wrote a post about the Oprhan Works bill.
and also there is mention of this on the blog of Brad Hollander, on the Drawger blog...

I posted both links bellow...I don't know...Is this seroius? Have you guys heard about this issue?
