Title: Is Paypal down for anyone ?

Is it down for anyone else? I tried to check if my last payment have been sent and it give me a fatal error message.

I have been able to log into the website once on 3 try, but the web page was all broken.

Works for me.  I had to confirm my phone numbers tough (looks like a periodic verification).

They block my account every so often when I log in from places that you're apparently not meant to log in from... Colombia, Croatia, Mozambique, Namibia.... can be a real pain!

I can feel your pain. I don't log in any more from the Philippines, one of the mothers of online phishing. I would rather die than log in anywhere in a netcafe. HTTPS is fine but with a keylogger on your system, it's pretty useless. Even providers can't be trusted. I'm on wifi by antenna in a palm tree which is totally insecure since all the city can tap in. Apart from hanging around on facebook on the servers most of the day, I'm sure the system managers have set up sniffers for paypal.

@Holgs @FD-regular it is good to knwo. No problems from here (Malaysia) yet...
What about Thailand? I guess Indonesia is on the black list as well.
Is a software like ultrasurf can help?

Malaysia and Thailand, of what I heard, are way out that league. To start, connections from Thailand and Malaysia are blazing fast and they do well in business too. Any economy doing well in global business will avoid financial insecurity. In my part of the (Southern) Philippines, unemployment is around 60%, add underemployment and it's 90%. Go out in a mall or in the city on a weekday in daytime and it's full of young people hanging around. Some of them have respectable degrees in IT. They will move abroad sooner or later, but what do you think they do in the mean period? Not writing church software.  :P

You can rely in general on the surveys of transparency.org, and their surveys here (http://www.transparency.org/regional_pages/asia_pacific/resources/surveys_and_indices).
Take the BPI (bribe payers index) for instance, or the CPI (corruption perception index) for Asia-Pacific 2009 (PDF) here (http://www.transparency.org/content/download/51016/816540/file/2009%20CPI.pdf).
At the top are NZ and SG (score 9.4 and 9.2, global rank 1 and 3), Malaysia and Thailand are well in top tier with 4.5 and 3.4 (global rank 56 and 84), Indonesia is much lower with 2.8 and global rank 111 but the Philippines are, amongst the large and democratic nations, the lowest with 2.4, global rank 139.

Malaysia is a great place with still much of the rain forest intact. In the Philippines, the 5% (down from 60% 50 years ago) left is still illegaly logged by you-know-who. Don't try to expose it or this (http://bit.ly/chJli1) will happen. He was the third in 5 days. In time, I'll probably move to Malaysia too. Nuf said...
Is a software like ultrasurf can help?

All I can say is I had a locally brewed virus end last year that went undetected by Norton and AVGfree. I kept the code (VBS) and it's a small marvel. He added a cellphone number so you could txt him a small fee for "consultancy" and get rid of it (simcards are not registered). I only trust in periodic hard-format.

It happened to me 3 times, but they unblocked it after I called them. I didn't happen since june because they put an exception for Serbia on my account.

Yes, Moneybookers is better regarding this issue. They don't block the account if you login from unusual location...at least it didn't happen to me.

And yes, it's a crappy feeling when you realize you can't login to paypal, lastfm, pandora...etc. from your own country. Actually, you feel like you are discriminated. But that's the way this world works. :)

They blocked mine in China, India, and my girlfriend's in Europe.  It's a pain, they even block it if you try to put money into the account online while overseas.  Can't figure that one out.

What a pain... yes they do track IP adress and don't like when you login from multiples IP. Use of proxys are forbidden so maybe a program like logmein is the solution?

They are worse, in my experience. I have been trying to pay my landlord in the Phils by moneybookers. He signed up with a full SWIFT bank account and all went well... But he didn't get the money on his bank account. He first had to do a verification by a trial withdrawal of 10$. When he wanted to do that, they asked a valid state photo ID to be sent by snail mail. Of course, nobody has state ID's in the Phils and snail mail gets stolen or lost. He should send it with a carrier for about 10$ fee. He then got blocked from Moneybookers so the money is nowhere. It's on his account but he is blocked out. That's how those creeps get rich.

Never heard of it. In a way I can understand PayPal for the multiple IP login. Security got much tighter everywhere, not to mention the very strict anti-money laundring laws, at least in the West.
If logmein is a remote service that logs you in under another IP, they can intercept all your traffic. What if they are not secure? I just never log in to my Paypal east of Berlin any more. To end the story: I paid my landlord in the good old fashioned inter-bank way by SWIFT. With all these exotic payment services online, we often forget the "good old" banks.

Like  you say old fashioned always work, I wish more agencies do bank direct deposit....

an out of topic questions, is paypal the cheapest way to get money from microstock to asia countries?

After 30% of US sales tax and currency conversion in paypal.. the earnings are less..

humm well you cannot do much about the 30% tax, otherwise I think I read than moneybooker was charging less for currency conversion but you will have to double check that....

ok problem solved by phone, online is pretty useless.. It is advisable to call tham or let them know what countries u are travelling to, to avoid being blocked. They send also a keycode card by post to login securitly don t have it yet  though...
