But, I wonder. What can Shutterstock do about it? Last month, I sent 5 Shutterstock archive links. Shutterstock couldn't (!) remove. And I sent message to this site on Facebook. Then, they apologized and removed.

I would always try and go about the takedown in ways that give you leverage over the perpetrator or locks them out of the process.

This person is trying to make money selling stock, go for them at Envato and every other market place they contribute too. Check their ports, they obviously don't care about stealing, what are the chances all their work is original? DMCA their webhost, DMCA their advertisers. Google used to have a simple form for taking their ads off infringing sites. They obviously have a big web presence, is any of their income through ads? do any of their other sites (or their associates sites) have infringing content? and so on.

Getting their facebook site shut down should be easy, start from the top and reverse image search each of the infringing feature downloads in their posts. Contact the owner of the image and have them DMCA facebook using the link for doing so, also have each person report the whole page using that link. After a few takedowns they will shut the site.
