I recently got an email from paypal saying:
Notice of Policy Updates
Dear xxxx,
You are receiving this notification because you have elected to receive email notice of all PayPal Policy Change Notices.
PayPal recently posted a new Policy Update. You can view this Policy Update by logging in to your PayPal account. To log in to your account, go to https://www.paypal.com.sg (https://www.paypal.com.sg) and enter your member log in information. Once you are logged in, look at the Notifications section on the top right side of the page for the latest Policy Updates.
If you need help logging in, go to our Help Center by clicking the Help link located in the upper right-hand corner of any PayPal page.

I am not sure but the link is https://www.paypal.com.sg (https://www.paypal.com.sg) which seems to be scam to me... and also mail I d from where I got it was [email protected]
do anyone else got such mail??
Is it legit or scam?

I wouldn't click on the link in there. If you hover over it the true url should show up in the status bar on the bottom of the browser window in IE 9.
Looks more like a phishing scam than anything.

There has been a genuine recent policy change update on PayPal, but that doesn't mean this isn't a scam.
If you want to check it, just log in via a bookmark or typing the url directly, don't click on the email link; you will find a link to the update details on the PayPal home page after you have logged in.

I've had the same mail via [email protected] which should be legit in my books and the link took me to the updated policies so all good here.

Same here. There have been changes to policy but you don't need to log into your account to read them. Likely phishing if you are asked to log into your account first.

I would never click a link in an email that looked like it came from Paypal. The better way is to log in to your account and check for yourself.
I got a few not too long ago that looked convincingly like they came from Paypal saying my Paypal account was frozen until I updated my Profile. Of course there was a link included. No, I didn't click the link, I sent the emails to spam. What I did do was log in to my Paypal account and see if I had any notifications or anything. I didn't. Nothing was wrong. Just another phishing scam.

As far as I know .sg would be the top level domain and paypal and .com would be considered subdomains therefore it's a scam.
In any case if you ever feel like this might be genuine simply open a browser window yourself and type in the address bar: paypal.com in order to log into your account.
All necessary notices and messages are accessible there.
No need to click on any email links. Too risky.

Most likely a phishing scam. I did not get that one but did get several this past week telling me that Paypal had completed my transactions as instructed and paid $781 to somebody. Please click this link to login and check the status of your transaction.
As noted above, NEVER click a link in an email. If it is from someone you deal with, open a new browser, login there and check to see what they want.

Double That and good advise for any situation. Always log in from your own bookmarks and account, never the link.

Got that one last month too. These people just never quit trying to steal accounts and information.
Then next month someone will blame PayPal or MoneyBookers for bad security, when their account was emptied. Guess what and how the crooks got the information? Either someone followed a link, or that person uses the same password on forums, agencies and pay sites! Then starts crying, "someone hacked my account". Yeah Right...

Don't use the embedded link. If you use your email client's "view message source" option and look at the actual HTML you will often see that the link is bogus - the displayed text isn't the URL that you'll actually go to.
