Is there is any Contributor here have submit world cup content in Shutterstock? if yes, how do it can be approved, because i have submit many times and it still rejected.

Presumably you're submitting as Editorial?
Where are you submitting? iS won't accept it as they're protecting their Getty togs.
Alamy will accept, providing you mark Editorial Only (not the logo on its own, of course).

Sorry, I know nothing about SS.
(I see that iS have some oblique Russia 2018 images.)
