I mean - legally. It looks like if he just recorded 30 years of American TV broadcast, cut it into small pieces and uploaded as 'editorial'.

Rick Ray is a famous film maker and an owner of a big stock footage library. That would be footage I guess that the library has the rights to distribute and they have a partnership agreement with SS?

Yup, also known as DV Archive - big collection over most of the agencies made up of 120+ contributors. There are some great clips in that collection.
Those older clips are public domain or the rights to them have been purchased hence they're legally on sale as editorial.
