For my images they have only those from http://www.taopic.com (http://www.taopic.com) (another stolen content website, see in other topic)

There's a ton of stuff there. I had a quick browse, but it'd take forever to look over the lot.

They do have a policy on removal for copyright violation

The text makes it sound as if they have contract designers doing the work.

Some sites sell an EL that permits use in templates, so you'd have to be sure no one purchased such a license before taking steps for removal. Did you send them a takedown notice?

I'm sure these images (mine I don't know for the others) are stolen, some was never sold at EL, and it's exactly those than are stolen on taopic.com.

They haven't license (they need commercial license for each image)
They don't have partner with any microstock, they just took pictures from warezsite.
There are websites making by the same user from warezsite

I already put down my pictures on it with DMCA.

The best way to fight these websites is to regroup all contributors stolen and hire one lawer to close these website and ask damage.

They are but if they have complaint , they said "i'm sorry, it's not our fault, it's the designer who submited the template
But if we hire a lawer, they will have difficult to protect themselves behind one sentence.

Yes, this is same old statement such websites give when they are caught red handed.
+1 for lawyer

Also, if any designer uploads or submits the file, is that not a duty for the reviewer to know from where and how the photo or design came from?

Shame on such businesses.
