Is there any way to report this kind of usage if it's not your content?

I've had my own content removed from this kind of usage before but I do not see options for general theft.

That's not "theft," per se, but rather a video created with Invideo. It's an AI service that creates videos from bullet points you provide.
Through an agreement with stock agencies, it pulls assets from various sources, like Storyblocks and iStock to create videos. The free version has no option to remove the watermark. Paid versions create higher-resolution videos without watermarks.
I'm told stock clips used with this service still count as downloads for stock contributors, so participants are compensated at some level for usage.

Watermarked samples are free for anybody to download. So, I don't see it as theft. I wouldn't report it as theft if I see my clip/photo with watermark being used.

Publishing watermarked content is a copyright infringement. Watermarked content might be free to download from an agency, but not free to use/publish. So it is theft.

I do not think is theft, company has contract with those agency and it is covered.
