Title: Change in US tax W8BEN????

I've just completed this - again - but have been notified that without a US or foreign TIN they will take full tax from me at 30%.
In the past this has never happened. Has something changed or should I put a tax number from here (Italy) in? Any ideas please?

I put my UK tax number in, but that was when I had to do it at first. It did tell me to put in a TIN, but others advised they had put in their UK number there.
