For ages now it's been impossible to allow new exclusives as they have 'lost' the acceptance rates.
I don't see why that should prevent someone with 500dls from becoming exclusive, should they want to, as they don't need a 50% AR.
But hey, it seems like the London Olympics/Ticketmaster coders went to the same coding school as those at iStock:

Good idea on the screen cap.  I'm beginning to think screen capping IS's messes and posting them here is something we should start doing on a regular basis.
