Title: iStock Canister Levels and Uploading

I finally hit 250+ downloads a week back, and my canister is now updated, but I can't upload 20 images a week yet. What gives? Do I have to wait 30 days or something?

According to this page, you won't be increasing your uploading until you hit silver:

They "temporarily" lowered the limits over a year ago, I hit bronze and went to 20 uploads a week then back to 15 and now with 4300 downloads I'm back to 20 a week.  Pretty crappy on IStocks part, I have had my slots full for over a year, temporary there means forever.
And now with the video uploads "temporarily" lowered that is full too, the week after going exclusive.
