Has anybody noticed that if you attach a reference image, the reviewers do not get to your submission for a long time -- days and days?

I have the feeling every attachment slows down the review process. Maybe there are reviewers who are not "qualified" to review content with releases or references and therefore have to pass the images to other reviewers? Was always what I thought.

Agreed. Also, it likely takes extra time to open the reference images and verify them. For me, it typically takes about 4 to 5 days longer for images with reference images to be accepted than for those without.
