Hello every one.

I use an old Minolta External Flash with my D7000 which has a trigger voltage of 3V.
I do not recall it's exact model right now, but will post it here for more info.

The problem is that when it is mounted on the camera and I set camera on manual,
and use it for portrait and closeup subjects, the flash some times does not fire.
I use Eneloop NiMh batteries and they are pretty fine with the flash.
when I press flash's test button it fires, but it does not with the shutter.

Should I stop using it ?

1) you are using another brand's flash with your Nikon. that's an issue. is the flash on manual too? I wouldn't guarantee them to work well together. put it on eBay and some sony user will snap it up.
 
I only use Nikon speedlights and they work properly as they should...except, I find eneloops can cause erratic behaviour when they sit for too long, or are low.

Just to check, there are lots of trigger voltages for different flash units here

AFAIK older flashes should work fine with modern cameras as long as the trigger voltage is low enough. You obviously don't get "Auto" though.
If it's not firing try a lower shutter speed. 1/125th.

Two things, why are using a flash on camera and have tried using it with a synccord
