They've started blocking access randomly.

Please try contacting them and telling them that you're receiving an access denied error when you try to open their website.
Do not mention StockSubmitter though :)

is it still the strategy if i have no problem using the site from a web browser?
The sympthom in Stocksubmitter is that the list of files to submit comes up, te the process is unsuccessful in the end. After checking things on the website i've found that Stocksubmitter could enter all the metadata for the videos and it's saved, with categories and everything, just the file is still not submitted

hm.. actually it was not true..  unfortunately all the files have the metadata of one particular video entered, so all are wrong except one

Yes, that's still the strategy.
Because they are blocking some requests (obviously they won't block the requests from your normal browsing because they're aiming at blocking "bots")
They probably do not realize that their blocking does more harm (prevents contributors from submitting content) than good.

As of the metadata - they're filling it automatically (incorrectly) and it won't be correct until StockSubmitter can submit them.

I'm just confused what to say to them without mentioning SS, as i can submit files using the web page.

Just tell them that you get an access denied error when you try to open the website.
And that it works only from another computer.
Because technically that's what happening (it's just that StockSubmitter is sending requests instead of you in one case where it gets blocked - omit that part from the complaint).
