Hi!

I'm starting up a website where people can print their greeting cards. The site will be non-commercial and the cards are free to print. Now I need to find a place where I can find good quality vector images, preferably with a large selection. It doesn't have to be free, I have used shutterstock for my previous projects, but I think this kind of operation is not allowed in their license, as it's kind of "print on demand" even though I don't charge any money for it. I don't know about Shutterstock's enhanced license, but that is out the question, too costly for a free site like this.

I need to be able to edit the image, use it to build my custom greeting card, then offer the card templates free for print. Any suggestions?

I don't think you'll be able to get them for cheap. Most sites require an EL for print on t-shirts, greeting cards, etc. I guess you could try partnering with an artist.
