I'm no expert, but as far as I know... you can add files to the Blu-Ray disk as a 'movie' or use it as a data disk. If It's a movie, then you stick it in your Blu-Ray player and it will start playing... and you'll probably also have the option to set up a menu and scene selection and all that jazz. Like when you buy a Blu-Ray of Star Wars down the shops. Or... you can use it as a data disk and store whatever you want on it... video files, images, documents, music etc.
From the sound of it, they want you to make a data disk that contains the footage as a Mov file. Blu-Ray doesn't use Mov, so it doesn't sound like they want you to make a playable movie disk. In theory, you could provide this on a DVD (or CD or floppy disk), if there was enough storage space on the disk.
