Movistar, Orange, Vodafone, O2, and Digimobil are all down. Millions of people are without signal and internet. 112 (911) emergency lines are down in Madrid, Barcelona and Valencia.

No. Look @ cyberpolygon - read up on their "training exercises". Deliberate micro$hit bugs are in the software - & even describe precisely how to shut entire systems off. Bunch of psychopaths "stress testing" to see how people respond to having their internet turned off. Totally manufactured.
