Is it banned to walk there because people may hurt themselves or because they can ruin the attraction?

Both. Those idiots could have damaged the site and got themselves seriously burned in the process. Should have given them a big fine and thrown them in jail for a few days just for sheer stupidity.

"Filmmakers" or just some dweebs taking videos?

Very strange people. If they know it's banned, they shouldn't have entered the territory. Even if they did, sharing the video was a big mistake. Very expensive one I'd say.
