You are interpreting this vote in a way that benefits the Democrats. Republicans are not against Ukraine, they are against Biden's policies and the Democrats' policies.
Why allow Biden to spend money if that money is being spent ineffectively and incorrectly? This is a signal to Biden.
Biden has 1 more year, he can change his policy and make Ukraine's victory over russia real. In this case, Biden will have a chance to win the next election in 2024. I don't think US citizens like a president who doesn't want to help Ukraine defeat the Russians.

I write this almost all the time. Not exactly as you wrote. But we constantly see Biden doing geopolitical trade with the Russians. The goods are the provision of aviation to Ukraine, missiles, tanks, permission or prohibition to shoot at russia, non-provision of fighters to Iran and much more. As a result of this trade, Ukrainians die every day. And yes, in fact, Ukrainians sacrifice themselves every day so that the Russians do not launch an attack on the EU.
