I'm one of the rejected contributors of Photodune with a blank portfolio on their website now. Earning currently at $46.16 and just under a payout. Bored with the lack of explanation to someone like me i just tweeted to @envato_help that question and got back the answer:

Hey Russ,

For earnings of less than $50 you can make purchases on any of the Envato Market sites. If your balance is still below $50 after 12 months, you can withdraw the balance to a PayPal account. ^RG

This has to be a joke right....... I mean really they're expecting people to wait for a year to get their money? Or have i just woken in an alternative universe?

ANyone else got this?

That's the standard rules, which apply to everyone, so it's kind of accurate...  but they're making an exception for those that have had their portfolios removed, and will be making payouts on the May payday. There was another post about it here recently.
