Recently I've been thinking that It's a world market for example in Haiti $4 = over 24 in their $$, this I think is another part of the puzzle for us and uk contributors

I think they mean if you become a paying subscriber to their "membership" and download your max monthly allotment from the pre-determined membership portfolio, you could be theoretically paying as little as $4 per download.
They're not outright selling any 4K clip for $4.

$4 in the US is $4 in Haiti. If you're on about the cost of living being cheaper, then yes, it probably is, but $4 isn't woth $24 in Haiti. It might be worth 260 Gourde, but that's a different story.

I'm assuming it means a minimum of $2 commission per download.

I thought this deal is only for a small collection within Pond5 who owns the distribution rights, so they can chose their prices as they wish.
Our regular clips which we price ourselves is not part of that collection as I understand.
Anyone has different information?

Yeah it's only for the whatever collection, or whatever they call it. You have to be invited and/or apply to join, and you can opt out of that as far as I know. Otherwise, you set your own prices.
