General - Top Sites / Very low sale on IS than SS

Dear friends,
i wondering why my sale rate in IS is very low if i compare with SS, IS monthly sale less than 5 photos but around 100 i will sale in SS monthly, i using same keywords and .... can you tell me what is the reason?
