Shutterstock.com / Modify vector from pixabay and upload it to SS or iStock. Legal or not?

Having a dilema.
I want to download a vector file from pixabay-free to use in any comercial way, modify it, add some content, and after that submit it to Shutterstock or istock as stock file.

Is this legal?

P.S. sorry for my grammar mistakes, I'm not a native English speaker.
