there's been an issue with M+ for that but I guess they resolved it. You can join their Telegram chat for support, the devs are there 24/7 and try to address any request instantly. If you had a limited submits plan and your submits expired you can ask for reimbursement there.

I doubt as it never happened with other channels. He is using Gmail.

I tried to register for about a year and never received an activation email. Then I tried to email the support and by lunchtime I received an email that my account was activated.

The only stock that is not able to do 4k into HD is videohive (and thus can be ignored since it's dead for the sake of envato elements), others can. So by uploading 4K you hit both 4k and HD customers. HD content is good in vertical videos, but you can make an HD vertical from horizontal 4k with no effort.
In the end of the day: do 4ks earn more? yes. because they can be HDs as well.
