Software / After Effects? Network Dots and Lines

I want to learn how to make illustrations like this: https://www.istockphoto.com/at/en/photo/3d-future-network-technology-gm801051868-130029415
All tutorials i find are with After Effects and its a clip of lines and dots, not images.
Is there a way to make this in PS?, do i have to do this in After Effects?, i never used AE.
