Adobe Stock / Difficulty signing up again for AdobeStock

No matter what I do I can't create a contributor account for AdobeStock. I've been trying to change my country of residence, but I was told to delete my U.S. account and then use the same email for the Japan site. Never worked. I then deleted my Adobe account connected with that email entirely and tried to sign up again. No joy. It says that email is already being used even though the account is supposedly deleted. Then I tried to sign up using a completely different email. Again, I keep getting an error in the middle of filling out my information. I get no response from Adobe support either. Has anyone else had these issues signing up for a contributor account?
